Towards a state's digital transformation centered in public values through enterprise architecture

Abstract

The administration of the state is carried out by institutions whose mission is to generate public value, typically defined as the collective expectations of citizens regarding the State and its services. Technological advancement has changed the expectations of citizens, promoting programs worldwide to modernize the states through digital transformation. Unfortunately, digital transformation initiatives are not ensuring the balance between the public value derived from the mission of the institution and other public values such as government efficiency. In this work, we propose a framework to direct the digital transformation based on enterprise architecture that aligns and balances the requirements of the digital transformation to all public values that the state entrusts to an institution. We present a case to illustrate that our proposal mitigates the risk of directing and measuring the success of digital transformation based on isolated public values.
